update news item owner after modification

Description

Currently, the owner of an news item is recorded when the item is created, and can not be modified afterwards. The owner should be updated when modified by someone else.

Implemented in [2172] by a new config switch in the main settings admin panel.

Default value is the current behaviour, which is to list the creator of the news item as the writer of the item.
