Create an admin panel for the Wiki module

Description

Currently, the Wiki module works with a config.php file, in which you 'hard-code' the configuration needed.

An admin panel needs to be made to replace this config file. Config information needs to be stored in the database

The rights assignement system of Wikka Wakka Wiki needs to be changed from the +, - and * symbols (which represents groups) and user names, to the rights system the CMS uses.
