Description
Create an installable module for I18N translations.
- must have an admin module for creation, activation or disactivation of a language
- registered users must be able to be assigned a translation task for a specific language
- a user could be assigned to more then one language. A language can have more then one translator
- it must have an option to give each translator it's own text to work with, or assign one set to all translators
- the administrator must be able to generate new locale files from translated text
- a module panel with menu link allows a translator to do his/her job. It should allow the selection of a specific set of texts (p.e. per module) or present them all alphabetically (easy to find duplicates). It should provide some statistics, like number of texts to translate, percentage finished, show translations others made, etc..

Not critical for the release of version 7.1. Translations can be done manually if needed.
